I want a user to be a consultant for commission purposes and have other administration abilities.

For the user to appear on the list of under Consultants on the assignment they need to be set up as a Consultant or Consultant User but this user will not have the ability to do any other administration tasks so we need to set up the name twice.

So for all the people you want to appear on the list of Consultants add them under User Entry as a consultant but you will not have to send out these login details. Leave the box login allowed unticked. 

For all the users who need to login and have other administration abilities then add a new User Entry record and set these as Agency user or other agency role this user will be given a different username, you can then send the user these login details.
